What are you looking for in between game actions? Should it be personal development, pack development, and how many actions can be taken?

One Attribute "Working on" Action... (Weight training for Strength, Reading for Intelligence...)
One Skill "Working on" Action (Training with Firearms, going Camping in the woods for Survival...)
Merit Actions - Each Merit has Upkeep, or has a use. Resources cannot be pooled month to month, and are expended the day before game day, and renewed as of game day. Allies must be appeased... etc.
One Personal Action - What you as a person want to accomplish within the city at large.
One Pack Action - Pack Actions required unified effort from every pack member. This is paramount, for working as a group is the penultimate reason for this game system... This aspect is what I want everyone to experiance in richness, so it requires a few hours of storytelling. In order to accomplish this you must either contact me and set a date and location to run a pack action, OR barring that, using a messaging service so that all people can be involved at once. This is really the meat and potatoes of my game...

I have a question about pack actions. Sometimes it is almost impossible for a pack to get together all at once to perform the pack action. Does that mean that, that pack is unable to perform an action that month? What if the pack is not capable of completing the quest they are on without the full effort of everyone involved? With a pack of five of six it may not make that big a deal if one can't make it due to real life getting in the way. In the packs of three that we have now though an errant member who either can't or wont come to a downtime action could greatly handy-cap the other members.

One of the most problematic parts of Werewolf, is the importance of a pack, and the problem isn't with the concept, it is with the human factor.
I am willing to put every effort to get these people involved but ultimately, an In Character Decision must be made for Out of Character problems... it is a nessicary evil... Werewolves die all the time, reforming new packs happens..
I am willing to consider changing the pack idea around a bit.. Packs are nessicary for people who are going to play, going to contribute, going to be an active part of the game... they are my PC's... they are who my focus is on... the game shall be open to other people to play too, but if they have no concept of commitment, I may open up new avenues for them... Wanderers from other places... Perhaps even NPC's for me... Representatives from Packs (So they can be solo and not involved)
If you, or anyone you know wants to be invovled in the minimum capacity, this may be for you... I will make a post on it.
